Tiburcio Vasquez Health Center

Overview

RDF, in participation with Citibank, has loaned TVHC $4,800,000 for the construction and the permanent financing of the facility. Unable to meet the growing demand for primary health care services at its leased facility in Hayward, TVHC purchased a vacant building in downtown Hayward that was formerly a theater, then a second-hand retail operation. In order to meet current seismic code restrictions, the building was demolished and the new health clinic building was constructed. The new clinic will allow TVHC to offer medical, pharmaceutical and dental services to over 20,000 patients per year, a significant increase over their former leased facility which could only accommodate 9,000 patients per year for medical services only.

The RDF and Citibank loans include both senior and subordinate debt. The subordinate debt, funded at a below market rate of interest, was provided as an enhancement to the senior debt in order to provide TVHC with lower, more affordable debt service during the term of the loan.

TVHC offers a variety of health care programs and services that advance both the quantity and the quality of health care to the most high-risk populations residing in South Alameda County, California, including Latinos and African-Americans. These services include primary care and immunizations, health education, case management in local area schools, nutrition counseling, psychosocial care, pre-natal / post-partum care, dental care and a full-service pharmacy.
