Our Board

Ms. Janet Murguía serves as President & CEO of UnidosUS (formerly known as National Council of La Raza) - the nation’s largest Latino civil rights and advocacy organization. As someone who has experienced the promise of the American Dream firsthand, Janet has devoted her career in public service to opening the door to that dream to millions of American families. In her role, she has sought to strengthen UnidosUS’s work and its partnership with a vast network of community-based affiliates while enhancing its record of impact as a vital American institution. Since 2005, she has worked to amplify the Latino voice on issues affecting the Latino community such as education, health care, immigration, civil rights, and the economy.

Prior to leading UnidosUS, she was the Executive Vice Chancellor for University Relations at the University of Kansas and served as Deputy Assistant to President Clinton.

Over her career, Janet has received numerous awards and been featured in various media outlets for her work and trailblazing leadership. She earned a B.A. in Spanish language literature, a B.A. in journalism and a Juris Doctorate from the University of Kansas.

Ms. Brenda Loya serves as Chief Operating Officer at BlueHub Capital, a national Community Development Financial Institution, working with members of the senior management team to build on the strength of the organization’s existing programs, while developing new strategies and products consistent with their mission.

Previously, Brenda was the National Director of Community Development Finance and Commercial Banking at Amalgamated Bank. She oversaw affordable housing and community facilities investments, economic development initiatives and environmental justice projects. Brenda has over a decade of CDFI and other nonprofit relationships developing innovative community development investments to the community. She also has managed client relationships at BearingPoint and Dell Latin America.

Brenda earned an MBA from the McDonough School of Business at Georgetown University and a B.S. in computer science and engineering from Massachusetts Institute of Technology. She was a 2019-2020 Fulcrum Fellow.

Dr. Aaron Dominguez serves as the provost of Catholic University of America (CUA) where he oversees Catholic University’s 12 schools, its libraries, the Center for Global Education -including the Rome campus- CUA Press, and several research institutes.

Previously, Aaron was the Dean of the School of Arts and Sciences. Before his tenure at CUA, he served as the Associate Dean for research and global engagement and professor of physics and astronomy at the University of Nebraska-Lincoln (UNL). There he led a team of UNL researchers and eight other universities in the construction of the next generation of particle detectors for the group’s experiment at the CERN laboratory in Geneva, Switzerland. He has a strong history of research and grant activity, starting with a National Science Foundation (NSF) CAREER grant and culminating with a cooperative agreement with the NSF for $11.5 million.

Aaron received a B.A. in math and physics from Whitman College, a B.S. in applied physics from the California Institute of Technology and an M.S. and Ph.D. in physics from the University of California at San Diego.

Mr. Kenneth (Ken) Trujillo serves as a shareholder with Chamberlain Hrdlicka law firm where he practices in the areas of complex litigation and government relations with substantial work in antitrust, securities, consumer litigation and white-collar criminal defense.

He has also served as an Adjunct Professor of Law at the University of Pennsylvania Carey Law School, the Commissioner of the Pennsylvania Gaming Control Board, City Solicitor of Philadelphia and as an Assistant U.S. Attorney.

Ken is consistently active locally and nationally in civic and business matters. He has owned several radio stations primarily serving the Latino community as a real estate and venture capital investor. In November 2008, Ken served on President-Elect Barack Obama’s Presidential Transition Team with the agency review team for the Securities and Exchange Commission.

Ms. Donna Gambrell serves as the Chief Executive Officer of Appalachian Community Capital, a wholesale development finance intermediary that seeks to increase business lending in Appalachia by providing its 34-member certified Community Development Financial Institutions (CDFIs) and other high-performing loan funds with new sources of capital. ACC’s members bring job creation, community and economic revitalization, and small business development and growth. Donna is a steadfast advocate for lifting and revitalizing under-resourced communities. She has been recognized over the years for her commitment to community and economic development and to consumer protection issues.

Prior to ACC, she was the longest serving and first African American woman to be appointed as Director of the U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund). During her tenure, the CDFI Fund experienced significant growth with several new initiatives targeted to underserved market.

She received a B.S. from Towson University in Baltimore, Maryland, and an M.S. Degree from New York University.

Mr. Luis Granados serves as the Chief Executive Officer for the Mission Economic Development Agency (MEDA), a UnidosUS affiliate organization that strives to advance national equity by building Latino prosperity, community ownership and civic power. In his role, Luis has worked to create asset-development opportunities for San Francisco Bay Area’s Latino families. Luis brings a wide range of experience and expertise in affordable housing, economic development, real estate/land use, economic analysis, planning process, project management and fund management/grant making.

He received an M.S. in City and Regional Planning from the University of California at Berkeley and a B.S. from the University of California at Davis.

Mr. Reymundo (Rey) Ocañas serves as the EVP, Director of Community Development Banking for PNC Bank. In his role, he leads the team dedicated to improving PNC’s footprint among under-resourced communities using innovative financial transactions and strategic grantmaking. His team produces CRA-eligible community development lending and investments with a primary focus on commercial and residential real estate, Community Development Financial Institutions (CDFI) and opportunity zone financing. Through Rey’s leadership, his team launched PNC’s $88 billion Community Benefits Plan that will deploy capital and programs providing economic opportunity for communities of color with a commitment to address systemic racism.

Rey brings extensive experience in banking, previously serving with BBVA, Wells Fargo, JP Morgan Chase & Co., and Bank of America. He is an advocate for CDFIs leading his teams to collaborate with CDFIs in the shared pursuit of communities’ economic vitality.

He received an MBA from Texas McCombs School of Business and a B.A. in Political Science from Rice University.

Ms. Maria Salinas serves as the President & CEO of the Los Angeles Area Chamber of Commerce, the largest business association in Los Angeles County serving the interests of more than 235,000 businesses. When Maria took the helm of the organization, she became the first woman and Latina to lead the Chamber in its 132-year history. In her role, she re-imagined the role of the Chamber as a tool to build an inclusive economy leading in: advocacy work, global engagement and community collaboration for economic growth and mobility.

She is an accomplished businesswoman and community leader. Prior to the L.A. Chamber, Maria founded Salinas Consulting LLC, a finance and accounting project management firm and worked with major corporations in Southern California. Her business acumen and financial expertise has led her to the boardroom of community organizations, higher education institutions, and community banks.

Maria received a B.S. in Accounting from Loyola Marymount University and later earned a C.P.A.

Matthew Reilein joined National Equity Fund, Inc. in June 2019 as president & CEO. Before joining the company, he served as managing director and partner overseeing community development and part of the Opportunity Zone team for Cresset Partners. Previously he was managing director and head of Impact Investing at O’Brien-Staley Partners and managing director, community development banking with JP Morgan Chase leading New Markets Tax Credit and intermediary lending with community development banking.

Reilein’s background provides a wealth of experience in community finance, development and impact investing. Since 2004, he has been building relationships and leading teams to deliver market-driven capital to low-income communities.

He has developed a reputation as a leader within the industry, and currently serves as the chair of the board of directors of Chicago Community Loan Fund. Reilein previously served on the executive committee of the New Markets Tax Credit Coalition and has been frequently involved with the Community Development Financial Institutions Fund (CDFI Fund) at the US Department of the Treasury on market dynamics.

Reilein holds a Master of Business Administration degree in finance and marketing from Northwestern University’s Kellogg School of Management and a bachelor’s degree in international politics from Georgetown University. He serves on the Board of Governors of Georgetown University, the Metropolitan Planning Council and Timeline Theater.
